Company Introduction

The Specialized Company for Water and Electricity Construction Management and Supply (SATKAB)—holding National ID No. 10100484721—was established in 1968 pursuant to Clauses (a), (c), and (e) of Article 4 of the amended Articles of Association for Regional Electricity Companies and Clause (f) of Article 4 of the Articles of Association for the Khuzestan Water and Power Organization; it was registered under No. 12553 with the Tehran Companies and Industrial Property Registration Office. In a session held on October 27, 2002 (05/08/1381), the Council of Ministers approved the company's new Articles of Association—acting upon the proposal (No. 100/20/36347 dated September 8, 2002) of the Ministry of Energy, with the endorsement of the Management and Planning Organization and the Ministry of Economic Affairs and Finance, and pursuant to Article 4 of the Law on the Third Economic, Social, and Cultural Development Plan of the Islamic Republic of Iran (enacted in 2000). This approval was subsequently ratified by the Guardian Council (Letter No. 81/30/1676 dated October 15, 2002). Following this resolution, SATKAB transitioned from a subsidiary company to a specialized parent (principal) company; 100% of its shares were designated as state-owned, and it continued its operations with a revised mandate.

Pursuant to the Council of Ministers' Resolution No. 148575/T59427H dated February 9, 2022 (20/11/1400), the specialized company SATKAB was added to the list of development organizations. According to Article 2 of its Articles of Association, the company’s objectives are to organize operations and enhance productivity and competitiveness; to participate in and invest in subsidiaries—specifically in the manufacturing of water and electricity equipment and the provision of industrial, commercial, educational, and service support for the water, electricity, and water & wastewater sectors; and to manage shareholdings in these subsidiaries.

The Specialized Company for Water and Electricity Equipment Manufacturing and Procurement Management (SATKAB) was established in 1968 with the mandate to directly support the water and electricity industries by manufacturing and supplying necessary equipment. During the eight-year Iran-Iraq War (the "Sacred Defense" era), the company played a pivotal role in procuring and supplying equipment for the nation's water and electricity sectors, ensuring that the wheels of industry never ground to a halt. Through partnerships with the private sector and the banking network, and with the aim of localization and technology transfer, SATKAB has established or expanded numerous companies over the years to manufacture products required by the water, electricity, and water & wastewater industries. As a result of these efforts, significant strategic entities were established utilizing state-of-the-art global technology—such as the Saba Water and Electricity Industries Investment Company (with approximately 200 investee companies), MAPNA Group (over 80 investee companies), Iran Transfo (13 investee companies), Farab Group (11 investee companies), Iran Pipe Manufacturing, Industrial Valves, Abfar, Iran Meter Manufacturing, Niroo Trans, Pars Switch, and Chlor-Alkali (Chlorine Production), among others. These initiatives not only met the domestic industry's needs but also generated employment for tens of thousands of people (both directly and indirectly) and resulted in foreign currency savings amounting to hundreds of millions of dollars. All these companies were established using internal corporate resources and the participation of domestic and foreign private-sector investors; during the implementation of the policies regarding Article 44 of the Constitution, the shares held by these companies in over 95 subsidiaries were transferred to the non-governmental sector.
