A meeting was held at the SATKAB Specialized Company to decide on the executive structure and the location of the secretariat for the "Committee on Competence Assessment for Exporters of Goods and Technical-Engineering Services in the Water and Electricity Industry." The meeting was attended by Mehran Golabkesh, CEO of the Water and Electricity Equipment Procurement and Construction Management Company (SATKAB), along with representatives from the Abaniroo Center and members of the aforementioned competence assessment committee.
During a meeting to review the implementation of the directive on assessing the qualifications of exporters of goods and technical-engineering services, attendees examined the operational structure, the location of the evaluation committee's secretariat, interaction with relevant agencies, and the legal and financial requirements for executing the process.
At the meeting, Katayoun Keshavarz, an executive board member of Satkab, emphasized the need for a cohesive structure to implement the system. She noted that Satkab—as the entity responsible for executing the directive—has designed a codified operational procedure covering workflows, the division of responsibilities, a scoring system based on general criteria, and the process for handling appeals, all of which have been submitted to the committee for review and approval.
Discussions continued regarding the establishment of the evaluation committee's secretariat and associated challenges concerning legal requirements, financial constraints, and contract finalization. Participants also highlighted the necessity of effective interaction with the Trade Promotion Organization, the prevention of conflicts of interest, and the delegation of specialized criteria assessments to specialized parent companies.
Dr. Golabkesh underscored the necessity of cooperation between the specialized parent company Satkab and the Niroo Research Institute to reach a clear consensus on the implementation process. He emphasized the need to finalize the location of the secretariat for the evaluation committee—which assesses exporters of goods and technical-engineering services in the water and electricity sectors—in accordance with the directive issued by the Minister of Energy and based on a joint review of the matter by Abaniroo and Satkab.
At the conclusion of the meeting, given the requirement to handle the secretariat functions for exporter qualification assessments, it was decided that representatives from Satkab and Abaniroo would coordinate and collaborate to examine and propose a mechanism for this task.
